Network Mission
Exceptional
Children Services (ECS) is one of eleven Special Education Cooperatives
in the Commonwealth of Kentucky and is a member the Special Education
Cooperative Network. The cooperatives are funded by State-Share-Restricted-Funds
from the Kentucky Department of Education, Division of Exceptional
Children Services (KDE DECS). Together, the eleven Special Education
Cooperatives provide services to every public school district
in Kentucky.
The
mission of Kentucky’s Special Educational Cooperatives is
to enhance the educational opportunities and outcomes of students
by providing effective leadership and delivering specialized services
in partnership with the Kentucky Department of Education, local
school districts, institutes of higher education, and other service
providers.

*Cancellation and No-Show Policy for PD or Training Events
Participants who pre-register for an OVEC sponsored professional development event (workshop, seminar, conference, or other training event) that has an advertised cost tied to the event, OVEC will charged the participant’s school or district a fee for late cancellations or failing to attend the event without advanced cancellation. The fees OVEC will charge the member district or school are as follows:
Cancellation Fees:
- 25% of the cost ($25 minimum charge) of the PD or training if cancellation occurs 11 days or more in advance of the event
- 50% of the cost ($25 minimum charge) of the PD or training if cancellation occurs within 10 days of the event
- 75% of the cost ($25 minimum charge) of the PD or training if cancellation occurs within 3 days of the event.
No-Show Fee:
- A charge of 100% of the cost of the PD or training ($25 minimum fee) if the participant fails to attend the event and has not cancelled prior to the date of the event.

Cooperative
Network Priorities
The
Special Education Cooperative Network, together with the KDE-DECS
and member school districts, determines the priorities of the
Cooperatives. ECS works with the member districts to determine
the activities to implement the Cooperative Network Priorities.
